By Chris Raymer, CPA, chair, Grassroots Legislative Committee
Are you interested in politics? Good, neither am I. What I am passionate about though is having an impact on the legislative process to positively affect the direction of the California accounting industry. After years of CalCPA focusing its legislative efforts mostly in Sacramento, a philosophical change has occurred to start empowering us to reach out on a local level. I am looking to organize a team of people who are interested in building relationships with our local state legislators and their staff. Your commitment level can be as much or as little as you desire, and since this is the inaugural year of this team, your input will help steer the direction in which we can best communicate with our elected officials.
If you are interested in joining or have questions about the team, please contact me so we can move forward and make an impression on the local candidates before November!

Following are highlights of our May 17–18 meeting:
1. EDD
- Facing an $8 billion deficit.
- Strong talk going on regarding an increase in the annual wage cap from $7,000 to $25,000 or $30,000.
- 2010 will be last year for the DE-7 annual reconciliation. Beginning 2011, a new form (DE-9) will replace the DE-6 and will include quarterly UI and ETT info.
- ACES (Accounting & Compliance Enterprise System) is going online Jan. 18, 2011. This is a huge project that will avail taxpayers/practitioners access to taxpayer information, very similar to My FTB account—written consent issues! Beware! EDD still uncertain as to exactly what information will be made available.
- Audit issues: Most are dealing with obstructed claims (those who go to collect unemployment and EDD has no record). Has a task force that is going after the underground economy, which generates most of the audits, other than the obstructed claims.
